I just subscribed to a VoIP (Voice over IP) service using USD 10 from my PayPal.
Tried it out and the sound quality was pretty good. The price per call to a mobile phone I tested in on (012 number) only cost RM 0.20 which is pretty reasonable.

To do your research before using VoIP, a good resource is Vonage forums as it contains many resources to see if VoIP is right for you. Right now Vonage is offering 1 month free. They have services in US, Canada and United Kingdom.
